我国卫生筹资水平的公平性分析

Analysis on the Equity of Health Financing Level of Health in China

目的:系统分析我国卫生筹资现状,筹资水平及其公平性,为合理分布卫生资源,优化筹资结构、制定科学的卫生发展规划提供参考依据。方法:利用基尼系数、泰尔系数方法比较分析我国及东、中、西部卫生筹资水平的公平性。结果:我国卫生总费用不断增加,结构不断优化,但地区间的公平性差异较大。结论:政府在制定区域卫生规划时,应因地制宜,充分考虑各地区的地域特征,有的放矢地提升我国卫生总费用筹资水平及结构的合理性与公平性。

Objective： It systematically analyzed the current situation, level and equity of health financing in China, so as to provide references for the rational health allocation, optimize financing structure and designing scientific health development planning. Methods： Gini index and Theil index were applied to compare the equity of health financing level in eastern, central and western region of China. Results： The total health expenditure in China kept increasing, the structure were constantly optimized, while the gap of equity among regions were still large. Conclusion： While designing regional plans, the government should consider the appropriate plan for the certain region, considered the geographical characteristics of different regions, so as to promote the reasonability and eq- uity of the financing level and structure for the total health expenditure in China.
