摘要 目的:对2011年和2016年的全国护理人员配置现状及公平性进行分析,为护理人员的优化配置提供依据。方法:采用描述性统计、洛伦兹曲线和基尼系数等方法进行研究。结果:我国护理人员总量不足,医护比例失调,按人口和人均可支配收入配置均衡,但按照地理面积配置的公平性差。结论:医疗机构应合理引进并留住护理人才,政府则需要采取针对性的人才政策,促进护理人员的合理流动,提高整体配置的公平性。 Objective: To analyze the current situation and equity of China' s nursing human resource allocation in 2011 and 2016, so as to provide references for strengthening nursing human resource optimization. Methods: Descriptive statistical analysis method, Lorenz curve and Gini coefficient were integrated applied to conduct the estimation. Results: The number of nurses was short in China and the ratio of doctors and nurses was unbalanced. The allocation of nursing resources was equitable for the popula- tion and per capita disposable income while highly inequitable for geographical areas. Conclusion: Medical institutions should intro- duce and keep nursing talent reasonably. The government should take targeted talent policy correspondingly to promote the rational flow of nurses and improve the equality of total allocation.
