摘要
目的:分析山东省社区卫生服务中心卫生人力资源配置公平性。方法:比较卫生人力资源配置平均水平,采用洛伦兹曲线、基尼系数和泰尔指数分析公平性。结果:每万服务人口拥有全科医师1.05人,医护比为1∶2.98;卫生专技人员、全科医师和注册护士配置的基尼系数分别为0.170、0.248和0.169;泰尔指数量纲与基尼系数基本一致,区域内差异对总泰尔指数的贡献率均在80%以上。结论:全科医师配备不足且公平性相对较差,医护比合理,卫生人力资源配置总体处于相对公平状态,但存在区域内差异。
Objective: To analyze the equity of health human resources in community health service centers of Shandong. Methods: To comprise health human resource allocation of community health service Centers. Lorenz curve, Gini coefficient and Theil index were used to analyze the equity. Results: The number of general practitioners (GPs) per 10 000 population were 1.05, the ratio of doctors to nurses was 1 : 2.98. The Gini coefficients of health professionals, GPs and registered nurses were 0.170, 0.248 and 0.169. Thcil index was consistent with Gini coefficient mainly, the percent of the contribution of inter-regional differences to total Theft index was above 80%. Conclusion: The GPs configuration was inadequate and inequity relatively. The ratio of doctors to nurs- es was reasonable. The allocation of health human resource was in relative equal status on the whole while the inter-regional difference existed.
