The Changing Patterns and Governance of International Cyber Conflicts

网络空间安全互动已经愈发成为影响国际政治的重要变量。近年来,网络空间国际冲突表现出一系列新特点,尤其是网络冲突地缘政治化、目的战略化、目标物理化和组织专业化等新的发展趋势。随着网络冲突与传统冲突的深度融合,网络攻防的战略意义更加突出,对传统战略威慑体系也带来了新的挑战。应对和约束网络冲突的风险挑战,需要国际社会努力凝聚共识,推动构建有效行为规范,创新合作机制安排,并在网络空间透明度建设等问题上寻求新的突破。

International cyber conflicts have entered into a new phase, featured by an emerging nexus between cyberspace and geopolitics, strategic and physical orientation of cyber conflicts, and professionalization of cyber conflict agents. With a deep integration of cyber and traditional conflicts, cyber offense and defense have been given more strategic meanings. The strategic deter- rence system has also faced new challenges. Against this backdrop, it is urgent for the interna- tional society to constrain the risks of cyber conflicts.
