环境抗争事件中的风险沟通与政府信任重建——以广东清源群体性事件为例

Risk Communication and Reconstruction of Government Trust in the Environmental Resistance Events——Take the Guangdong Qingyuan Group Event as an Example

本研究以广东清源群体性事件为例,从官民舆论场互动的视角出发,探讨了环境抗争事件发生的原因及其"善后"之策。研究结果显示,环境抗争事件源于风险评估阶段的单向被动不平等的风险沟通与信任流失,以及危机爆发阶段应急处置模式失当的风险沟通与重修信任的失败。为了消除环境抗争事件的不良影响,应在风险重估阶段建立一种基于信任的风险沟通模式,从风险认知、风险决策和关系维护三个方面重建能力信任、正直信任和善意信任。

Taking the Guangdong Qingyuan Group Event as an example, this paper discusses the causes and the strategies of environmental resistance events from the perspective of public opinion interaction. From the perspective of risk communication, environmental resistance events originated from the one - way passive unequal risk communication and trust loss in the risk assessment stage, and the failure of risk communication and trust reconstruction in the crisis outbreak stage. In order to eliminate the adverse effects of environmental resistance events, we should establish a trust - based risk communication paradigm in the risk assessment stage, and rebuild the ability trust, integrity trust and good faith trust from three aspects： risk cognition, risk decision -making and relationship maintenance.
