The “Ecological Strategy” in the Sustainable Development of Marine Economy in Bohai Bay Economic Circle with “Government-Industry” Integration

"一带一路"建设为渤海湾经济圈海洋经济可持续发展带来了机遇和挑战。由于政府的规划、投入不足、水资源比较缺乏、市场风险及资源整合力度不足等原因,经济发展有明显成效,但也有许多不足。对此,需采取一系列生态对策,如完善相关法律法规体系以构造良好的发展环境,制定明确的发展框架,以及在绿色发展中挖掘海洋资源的价值,与国内外经济组织发展互利合作关系等。

The implementation of national strategies such as ＂the Belt and Road＂, ＂the Supply-side Structural Reforms＂and＂the Integrated development of Beijing, Tianjin municipalities and Hebei Province＂had brought opportunities and challenges for the sustainable development of the marine economy in Bohai Bay economic circle.Although there are considerable natural resources, but the key is how to tap the economic value of the environment, human resources, industry and other financial resources, so as to promote regional economic growth and contribute to the development of the ＂Blue Economy＂.As a result of the government＇s planning, the lack of investment, the relative lack of water resources, market risk and the to-be strengthened integration of resources etc., compared with the economic development in relatively developed countries,the development of the marine economy in Bohai Bay economic circle had both remarkable achievements as well as shortcomings.In this regard, a series of ecological countermeasures should he taken in accordance with foreign and domestic experience. Such as improving the relevant laws and regulations in order to construct a good development environment, developing a clear framework for the development, targeting ＂he government - industry＂integration method, and taping the value of marine resources in the green devel- opment, and developing the mutually beneficial cooperation with domestic and international economic organizations.
