西北民族地区新型城镇化进程中的非农化及治理研究

西北民族地区城镇化发展状况水平如何,直接反映了民族地区的经济社会发展综合实力和老百姓的生活水平状态,在此背景下,探讨城镇化发展的核心命题"非农化"意义更显重大。人们过去更多关注的是城镇化进程中的"双重非农化"农地非农化现象,而对农地非农化衍生的农民人口层面的非农化、传统农村村落空间景观变迁及治理的非农化关注不多,新型城镇化以"人"为核心的城镇化发展战略急需人们从整体上对城镇化进程中的非农化进行优化整合。通过研究发现,应当从城镇化战略转型更新、政府功能角色的重新厘定、与新型非农化发展需求相适应的一体化市场体系以及新型城镇化公共空间建构,进一步丰富和完善农村非农化治理的现代意蕴内涵,为更高层次、更高水平的可持续城镇化、现代化筑牢基础。

The northwest region occupies an important position in China＇s national security and stability strategy, the level of urbanization directly reflects the comprehensive strength of regional economic and social development. The rapid urbanization is an important reason for non-agricuhuralization. It is more significant to explore the significance of ＂non-agrieuhuralization＂ as the core proposition of urbanization. In the past, the ＂dual non-agriculturization＂ in the process of urbanization has focused more on the phenomenon of land conversion. The non-agricuhuralization of farmers＇ population transfer between urban-rural employment structure has been left out, with almost no attention to the traditional rural village space landscape renovation and governance. To promote the level of non-agricultural governance in the process of urbanization, we should better coordinate the relationship between land conversion, agricultural population transfer, Urban-rural non-agricultural employment structure distribution. Strive to construction a modem integrated governance system,which should contain strategic renewal, government reform, integrated marketization and remolding of public space in order to enhance the development of sustainable urbanization and modernization.
