少数民族旅游发展的民生保障机制与策略研究

Research on the Mechanism and Strategy of Ensuring the Livelihood of EthnicMinorities in Tourism Development

近年来,少数民族旅游资源开发速度不断加快,对当地的经济发展与民生保障起到了一定的促进作用。然而,旅游发展过程中的民生保障问题也逐渐凸显。从少数民族旅游民生需求分析角度出发,对少数民族旅游惠民开发模式构建原则以及具体运行机制进行系统分析。并识别当前少数民族旅游民生保障面临的困境与问题,进而从制度完善、旅游惠民模式创新、社会福利导向以及旅游惠民示范区建设等多个角度提出促进少数民族旅游民生保障的策略建议。

In recent years, the development speed of ethnic tourism resources has been accelerating, which has played a certain role in promoting the local economic development and people＇s livelihood. However, the protection of people＇s livelihood problems in the development of tourism is gradually prominent, mainly reflected in the contradiction between the over exploitation of tourism resources and the construction of regional ecological civilization, the lag of tourism management and the development of public services. Based on this, this paper analyzes the difficulties and problems of the tourism needs of ethnic minorities and the protection of people＇s livelihood, and puts forward some suggestions on how to promote the protection of the minority people＇s livelihood from the angles of the system improvement, the innovation of tourism model, the social welfare orientation and the construction of the tourism demonstration zone.
