摘要 高等教育的内涵式发展与外延式发展并非相互对立、相互矛盾,而是在整个高等教育发展进程中相互渗透、相互协调。外延式发展是高等教育发展的基础,内涵式发展是对高等教育规模化发展的优化,是高等教育可持续发展的重要保证。伴随着十几年来以外部资源投入为依托、以规模扩张为特征的外延式发展,我国少数民族高等教育发展的矛盾与困境逐渐显现。在高等教育转型发展的新时期,少数民族高等教育需要走内涵式发展路径,推动高等教育从增量发展向提质增效发展转变。 The connotative and denotative development of higher education is not opposed to each other, but is permeated and coordinated with each other in the development of higher education.The epitaxial development is the foundation of the development of higher education, and the connotative development is the optimization of the large-scale development of higher education and an important guarantee for the sustainable development of higher education.With more than ten years of epitaxial development, which relying on external resources input and expansion of scale, the contradictions and difficulties in the development of higher education for ethnic minorities are gradually emerging.In the new period of higher education transformation and development, minority higher education needs to take connotative development path to promote the development of higher education from incremental development to quality improvement and efficiency improvement.
