促进中医药健康服务业发展的财政政策研究——以江西省为例

A Study on Fiscal Policy to Promote the Development of Health Service Industry in Traditional Chinese Medicine——taking By the Case of Jiangxi Province as an Example

从江西经济发展现状和问题出发,结合中医药健康服务业发展现状并提出,因江西经济持续发展的需要,所以财政要给予支持。处理中医药健康服务业与大健康服务业关系、处理国家健康服务业与区域健康服务业的关系、处理中医药健康服务业的长远目标与短期目标的关系是总体发展思路。财政政策目标与中医药健康服务业发展目标相结合、财政政策工具与其他政策工具相结合、财政支持方式创新与中医药健康服务业创新发展相结合是财政支持中医药健康服务业发展的要点。财政要从中医医疗服务、中医预防保健服务、中医健康养生服务、中医药健康养老、中医药健康旅游、中医药文化发展、中医药外贸服务等不同方面采取相应的政策。

According to the development situation of economic and traditional Chinese medicine health service industry in province,this paper argues that the government must support the development of the health services of traditional Chinese medicine.The whole train of thought of traditional Chinese medicine health service industry development of Jiangxi lie in dealing with the relationship of between Traditional Chinese medicine health service industry and service industry,between the national health service industry and regional health services industry,between long-term goals and short-term goals of Chinese medicine health service industry. The combination of between fiscal policy objectives and economic development goals,between fiscal policy tools and other policy instruments,between financial innovation and development innovation of traditional Chinese medicine is the main points of finance work,and respectively display in medical treatment of medicine traditional Chinese Medical,Prevention of traditional Chinese medicine,health preservation of traditional Chinese medicine,health tourism of traditional Chinese medicine,cultural development of traditional Chinese medicine,trade services of traditional Chinese medicine.
