全球化背景下中国中等收入群体倍增的路径探析

在全球化背景下,中等收入群体数量的减少及中等收入陷阱与逆全球化紧密关联。新时代中国跨越中等收入陷阱需要实现中等收入群体的倍增,而目前面临五个方面的挑战,即增长方式粗放、产业结构失衡、基本公共服务欠缺、城乡户籍固化、收入分配机制不合理。实现中等收入群体倍增需要在做大蛋糕的同时分好蛋糕,因此结合中国中等收入倍增的背景及挑战提出四条行动建议,即培植"扩中"基数,加强消费和就业的"有效供给",完善分配与社保制度,重视教育创新提高人力资本。

In the context of globalization, the diminution of the middle - income group and the middle - income gap are closely related to de - globalization. To stride across the middle - income trap in the new era,China need to double the middle - income group, but faces five challenges, including extensive growth, unbalanced industrial structure , lack of basic public service, solidification of urban - rural household registration system, and unreason-able income distribution. To realize the doubling of middle - income group, we need to well divide the cake while enlarging it at the same time. Therefore, aimed at the goal of doubling the middle - income group and the chal-lenges , four suggestions for action are proposed ： cultivating the base for enlarging the middle - income group, strengthening the u effective supply of consumption and employment, perfecting the distribution and social secu-rity system,and improving human capital by education and innovation.
