摘要
随着企业专业化分工日益细化,国有企业培训机构也不断寻求改革,尝试将服务业务外包,以增强其在主业上的竞争力。本文阐述了国有企业在实行服务外包工作中的优势与劣势,结合本单位开展服务外包的工作实践,提出了国有企业培训机构实行服务外包需要注意的问题以及强化服务外包监管的方法与途径。
With the increasingly specialized division of labor in enterprises, the training institutions of state-owned enterprises are also seeking reform by outsourcing their service businesses, in an effort to enhance the competitiveness of their core businesses. The paper describes the advantages and disadvantages of state-owned enterprises in implementing service outsourcing, and taking the outsourcing practices of SINOPEC Management Institute as examples, points out the issues that need to be paid attention to when training institutions of state-owned enterprises are doing service-outsourcing as well as proposes measures to strengthen regulation and supervision in this regard.
