浅谈国家助学金评选过程中的公正性与效能性

A Brief Discussion on the Fairness and Effectiveness in the Process of National Grants Evaluation

在国家助学金的评审中,坚持过程的公正性和效能的一致性既是助学金政策的应有之义,同时也是对评审人员的客观要求。但在实际评选中,过程的公正性并不一定达到效能的一致性,本文拟对国家助学金的评选中所存在的现象及问题进行分析研究,并提出相应对策,期望对今后的实践工作有所借鉴。

In the review of national scholarship, the consistency ofthe fairness and efficiency of the process is both the proper andobjective requirement of the financial aid policy. However, in theactual selection the fairness of the process does not necessarilyachieve the consistency of efficiency. This article intends to analyze and study the phenomena and problems existing in the se-lection of national grants, and put forward the correspondingcountermeasure, hoping to serve asa reference for future practical work.
