农村自治主体虚置破解之路:从再组织化到要素重构——以丽水市太平乡CL村为例

Tackling Absence of Rural Grassroots Autonomy Organizations from Re-organization to Element Reconstruction: A Case Study on CL Village, Taiping Township, Lishui City

随着城市化、工业化的高速发展,农村人口空心化进程不断加快,使农村自治主体或向外流失,或素质降低,或意愿缺乏,或路径缺失,无法深入参与农村自治活动,出现了程度各异、层次复杂、危害巨大的主体虚置现象。破解农村自治主体虚置,利益是核心,以利益为基础的再组织化是根本出路。为此,必须优化自治单元设置,规范农村不同主体的权力关系,发展农村社会组织和家族组织,完善村民自治权利救济机制,强化村官、法律、乡贤和互联网为代表的技术嵌入,加快结构、边界、权利、主体和保障等农村自治基础要素重构。

With the rapid development of urbanization and industrialization,hollowing-out of rural population isaccelerating. As a result,rural grassroots autonomy organizations are faced with the crises,such as the drain ofpersonnel, incompetent personnel,and personnel who fail to get themselves involved in rural autonomy due to lackof willingness and competence. To tackle the problem, reconstructing interest-based organizations is a fundamentalway. To this end,it is necessary to optimize autonomy unit,rationalize power relations among different parties,develop rural social organizations and family organizations,perfect right relief mechanisms for villagers,intensifyskilled involvement of village officials,laws,townships and Internet,and restructure basic elements of ruralautonomy, such as border, right, subject and guarantee.
