河北省山区土地保护和规划实施保障的政策建议

山区土地保护和规划实施保障是实现山区土地资源可持续利用的必然要求。通过分析河北省山区已有法规和政策的制订上存在的主要问题,提出了河北省山区土地利用政策的制订应以习近平新时代中国特色社会主义思想为引领,以科学发展观为理念,以富民养山和生态保护为主旨,以山区可持续发展为目标,以城乡统筹建设山区,以科学手段涵养山区,加大山区经济结构战略性调整力度,加强山区基础设施建设和生态环境保护。同时借鉴国内外山区发展的经验,对河北省山区的土地保护和规划实施提出了政策建议。

mountain area land protection and planning implementation guarantee is the inevitable requirement of realizing sustainable utilization of land resources in mountain areas. Through the analysis of main problems existing in mountainous areas of Hebei province to formulate regulations and policies on the proposed policy should be guided by socialist ideological and China characteristics of Xi Jinping new era of land use in mountainous areas of Hebei Province, the Scientific Outlook on Development concept, in order to enrich the people raising mountain and ecological protection as the theme, to sustainable mountain development, urban and rural construction in mountainous areas with scientific methods, conservation area, increase the economic structure in the mountainous area of strategic adjustment, strengthen in infrastructure construction and ecological environment protection. At the same time, referring to the experience of the development of mountain areas at home and abroad, this paper puts forward some policy suggestions on the land protection and planning implementation in Hebei mountainous areas.
