摘要
习近平总书记在党的十九大报告中提出的到21世纪中叶把我国建成富强民主文明和谐美丽的社会主义现代化强国的宏伟蓝图与战略规划,开启了我国全面建设世界强国的新时代。世界科技创新强国作为社会主义现代化强国建设的重要组成部分,其战略目标的实现与发展道路选择无疑成为我国当前科技工作以及创新驱动发展战略实施的重中之重。文章从社会主义现代化强国建设的大背景出发,通过回顾我国科技发展历程与战略路径选择,从人才、科技、经济、产业相结合的多重视角,前瞻性地讨论了2050年中国建成世界科技创新强国的政策与路径选择,提出了中国特色制度优势是实现2050年世界科技创新强国的最大保障。
General Secretary Xi Jinping put forward the grand blueprint and strategic layout in the 19 th National Congress of Communist Party of China(CPC) that by the middle of 21 st century we will develop China into a great modern socialist country that is prosperous, strong, democratic, culturally advanced, harmonious, and beautiful, hence commencing a new era of building a world superpower. Sci-tech and innovation strength is an essential part of that. Consequently, the accomplishment of the strategic objects of building muscle in science, technology, and innovation and the choice of development path are no doubt among the top priorities to China’s current sci-tech construction and the implementation of innovation driven development strategy. This article starts with this macro background, through a review of the past strategic paths chosen, prospectively discusses the policies that would be designed and path taken to build China into a world’s sci-tech innovation giant by 2050 from multi-perspectives in terms of talents, sci-tech, economy, and industry. It also further proposes that the advantage of China’s institution is the biggest guarantee for China to bolster its science and technology.
