山西县域工业时空格局与差异性工业地价研究

TEMPORAL-SPATIAL PATTERN AND DIFFERENTIATED INDUSTRIAL LAND PRICE OF SHANXI'S COUNTY SCALE INDUSTRY

在分析2005—2015年山西县域工业发展相对水平指数(RIID)及整体时空格局的基础上,探索山西省工业地价差异性政策。首先统计了山西县域2005年、2010年及2015年的工业指标,计算出RIID,然后基于Arc GIS与ESDA方法分析了山西省全局工业发展水平差异与空间集散状态。研究结果表明:十年间,山西县域工业发展水平经历了从南北差距缩小到晋南赶超、中部突出再到东西均衡发展、集聚—扩散—多点集聚的过程。最后,根据研究结果,对差异性工业地价政策进行初步探索,得出:热点高点区应严格管控工业地价,冷点低点区对工业用地最低出让金应以适当比例降低调整,在全省划分不同管控力度的工业发展区。

This paper,based on Shanxi＇s count scale industry＇s RIID and the whole temporal-spatial pattern in 2005—2015,discusses the Shanxi＇s differentiated industrial land pricing policy,uses industrial index in 2005,2010 and 2015 to calculate RIID and applies Arc GIS and ESDA to analyze the industrial development differentiation and spatial diffusion in the whole Shanxi province.Shanxi＇s county scale industrial development level had undergone a process of decreasing SN gap,southern Shanxi advancing,central protruding,EW balanced development,and concentratingdiffusing-multiple concentrating.This paper studies the differentiated industrial land pricing policy and concludes that the land price of high and hot areas should be strictly controlled,that of low and cold areas should be lowered.The whole Shanxi province shall be divided into industrial developing districts of different controlling intensity.
