摘要
由澳门区情的鲜明个性所决定,探讨劳动力需求和人才培养应当从实际出发。首先要充分认识澳门的微型经济特征,包括地域较小,人口较少,经济总量较小,同时呈现出"微而不全"、"微而不同"、"微而不弱"、"微而不差"等特征。与此同时,澳门经济正在进入转型时期,努力实现适度多元化。回归祖国十七年来,澳门经济增长与劳动力增长之间出现了非一致性现象,在劳动力总体需求不断增长的前提下,不同行业、不同职业出现了不同的变化趋势和不同的相关关系。鉴于此,应当制定和执行差异化的人才培养方针与政策,坚持因业制宜、因时制宜、因人制宜,以利于调动和组织起高素质的人力资源,更有效地推动澳门及类似微型经济地区的经济建设与社会发展。
According to the distinct personality of Macao, to explore the demand for labor and personnel training should proceed from reality. First of all, we should fully understand the characteristics of the microeconomy in Macao, including the small region, the less population and the smaller economic gross. At the same time, it presents features of"micro rather than the whole","micro and different","micro but not weak"and "micro but not bad". In the period of 17 years after returning to the motherland, the economy of Macao has entered a period of transition. The main way of economic transition is to achieve moderate diversification of the economy. There is a phenomenon of non-consistency between economic growth and labor force growth in Macao. In the premise of the growing demand for labor, different industries and occupations have different trends and correlation. In view of this, differentiated personnel training policies, such as making appropriatepolicy according to the actual situation of the industries, doing the right thing at the right time, selecting treatment according to the variability of individuals, should be developed and implemented. This is the effective way to mobilize and organize the high quality human resources for economic construction and social development in Macao.
