The New Trend and Countermeasures of Aging Population: Internationalization and Multiple Management

老龄问题实质是社会问题,也是国际社会问题,国际社会中各个国家或大多数国家都面临老龄以及应对老龄化问题,老龄化趋势开始凸现国际化。所以,应对老龄化仅仅采用国内政策以及国内法不足以解决,经济全球化之后老龄化需要多元治理,即采用国内政策与国际政策、国内法与国际法多元治理的新治理方案与新方法。特别是,对老龄国际化问题运用国际化方法,由国际社会共同应对协调,坚持国际法律意识,积极合作治理老龄化问题。

Aging population is in essence a social problem, and also an international one. The trend of aging population is becoming internationalized, and almost every country in the world is faced with this problem and is struggling to find its countermeasures. Therefore, the problem can＇t be solved only with the help of domestic policy and law. In the era of globalization, it requires multiple management, i.e. the innovative combination of domestic policy and international policy, domestic law and international law. Particularly, international methods should be adopted to solve the global problem of population aging, which means the international community should work together and bears the international law in mind so as to actively solve the problem with joint efforts.
