文在寅政府在“萨德”入韩问题上的政策立场解析

An Analysis of the Stand of Moon Jae-in Administration on the Deployment of THAAD in South Korea

中韩"萨德"矛盾是文在寅新政府上台后面临的最棘手政务。文在寅在竞选期间几番诟病"萨德"问题,上台后提出"萨德"反导系统部署的流程问题,又曝出韩国国防部瞒报"萨德"拦截弹发射车入境事件,决定对"萨德"落户地进行战略环境影响评估。然而,朝鲜屡次进行导弹试射与核试验,尤其是洲际弹道导弹试射和氢弹试验,加之美国政府和国会轮番施压,使得文在寅仓促决定追加部署"萨德"系统。"萨德"系统在韩国的完全落地,致使中韩关系再次跌至谷底。好在文在寅政府通过"三不表态",使得中韩关系柳暗花明。中美韩应当就"萨德"问题展开三边磋商,摆脱"萨德"阴影。

THAAD is the toughest problem that Moon Jae-in ha to face after he came into office. During his presidential campaign, Moon Jae-in criticized THAAD several times. However, he has put forward the deployment procedures of THAAD after he got elected. And it was reported that South Korean Defense Ministry hid from the public the fact that THAAD missile interceptor launchers had been transported into country and the government was planning to examine its environmental impact.Since North Korea had conducted a number of nuclear and missile tests, especially intercontinental ballistic missile tests and hydrogen bomb tests, the US Congress and the US government urged Moon Jae-in administration to push forward with THAAD deployment. Now that the deployment has been completed, the relationship between China and South Korea will not improve within a short period of time. Trilateral consultations should be conducted among China, the US and South Korea so as to overcome the crisis.
