摘要
建国迄今六十多年来,中国企业职工经历了计划经济体制下过度去商品化到市场经济体制改革中过度商品化的演变。劳动力的商品化程度因各国情况而异,虽无统一标准但过度去商品化与过度商品化都会造成较大的社会负效应。目前中国企业职工相对于国家机关事业单位员工过度商品化,造成体面劳动缺失,加大了部门之间、劳资之间收入分配不合理差距,有违共享发展理念,不利于社会的稳定与和谐。在公平正义共享的新政改革理念下,政府必须提高劳动保障政策法规的执行力,并通过多方均衡博弈的劳资集体谈判机制促进企业职工的体面劳动,让企业职工适度商品化,释放改革新红利,这是全球化背景下中国社会政策发展的必然选择,也是实现劳动者"自由全面发展"的必由之路。
Over the past 60 years since the founding of the People's Republic of China. Our Enterprise Employees changed from excessive decommercialization under the planned economy system to excessive commodification in the market economic system reform. The west developed countries through social regulation and social prestation in labor market cut off the corresponding relationship between labor and wages partially,accomplished decommercialization of labor force( The degree of workers' basic life depend on the labor market was been weakened). Certainly,the prosperity of decommercializat. ion of labor forces different from country to country. However,neither excessive decommercialization nor excessive commodification will cause the larger negative effect in societies. At present the excessive commercialization of labor force in our country not only caused the lack of decent work but also intensified inequality and created instability. Our immediate concern is by means of the related social policies and labor regulations and effective systems of collective bargaining to give a guarantee of moderate decommercialization of labor force. Let employees moderate commercialization. This is the inevitable choice for the development of social policy China under the background of Globalization. The only way which must be passed to realize laborer's all-round and free development.
