摘要
为保障粮食安全和保护耕地质量,本研究重点从标准农田占补动态管理的角度出发,设计并开发了宁波市耕地质量管理信息系统。该系统采用胖客户端(单机)模式,以.Net为开发环境,以Arc GIS Engine组件为主要技术支撑,开发建成以标准农田占补管理为核心应用功能的系统,为农业行政部门提供耕地特别是标准农田质量管理服务。通过系统试运行,能够较好地实现全市标准农田建设占用与补划管理工作的动态管理,保持标准农田数据现势性,为防止"多占少补"、"先占后补"和"重复占补"等现象发生发挥了重要作用。
To ensure food safety and protect cultivated land,the management information system was put forward to obtain the dynamic balance between use and supply of high quality prime farmland.The system was established taking the high quality prime farmland management as the core application function combined with Net platform and Arc GIS Engine.It provided a cultivated land quality management service for agricultural administratives based on a thick-client(stand-alone version) model.The system operation was proved to be efficient in monitoring high quality prime farmland dynamically and keeping data freshly.
