基于VRS模型的皖江城市带科技创新效率评价

The Evaluation of Scientific and Technological Innovation Efficiency in Wanjiang Demonstration Zone Based on the VRS Model

利用DEA方法对2009年至2014年安徽省科技创新效率进行评价,并通过横向、纵向比较分析了皖江城市带目前的科技创新效率水平以及近6年来皖江城市带和安徽省科技创新效率变化情况。结果显示,皖江城市带科技综合效率水平要高于安徽省平均水平。其中,皖江城市带中铜陵、滁州两市科技创新综合效率为DEA有效,合肥、芜湖、安庆三个城市为技术有效但规模无效,并处于规模报酬递减阶段。

This paper evaluated the scientific and technological innovation efficiency in Anhui province between 2009 and 2014 based on the DEA model.And the paper analysed the level of the scientific and technological innovation efficiency of Wanjiang Demonstration zone and the change both in Wanjiang Demonstration Zone and Anhui Province in the past 6 years.The results showed that the overall efficiency level of Wanjiang Demonstration Zone is higher than the average level of Anhui province.Among the 8 cities of Wanjiang Demonstration Zone,the comprehensive efficiency of scientific and technological innovation of Tongling, Chuzhou City is DEA-effiency,the other three cities of Hefei,Wuhu,Anqing are showed as technology-effiency but scale ineffiency.And the three cities are in the decreasing stage of the scale return.
