加强生态文明建设的新举措——论生态环境治理和生态修复制度的完善

New Measures in the Construction of Ecological Civilization——On Improving the Systems of Eco-Environmental Governance and Ecological Remediation

改革开放以来,我国长期粗放的经济发展方式对生态平衡造成了严重的破坏。为推动全面建成小康社会的奋斗目标顺利实现,需要加强生态文明建设,其中完善生态环境治理和生态修复制度对生态文明建设有着重要的意义和价值。在综合研究分析了以往生态环境治理和生态修复制度的不足和问题之后,提出转化以GDP最大化到国民福利最大化的发展模式、打造多元共治的生态治理体系新面貌,以及加大环境综合治理和生态修复力度等建议。

Since the reform and opening up,China's long-term extensive economic development has caused serious damage to ecological balance.In order to build a well-off society in all aspects,it is necessary to strengthen the construction of ecological civilization,to which the improvement of ecological environment governance and ecological remediation systems is important and valuable.After analyzing the problems of ecological environment governance and ecological remediation systems,this paper suggests transforming the development mode from GDP maximization to national welfare maximization,creating a new ecology governance system of multi-governance,strengthening environment synthesis governance and ecological remediation efforts,etc.
