摘要
根据法律规定,德国应用科学大学教授必须具备双重资格:一方面必须是学者,这一点一般通过拥有博士学位来证明;另外一方面,必须拥有至少3年或以上在学术界以外的工作经验。提出这样的资格要求导致应用科学大学很难找到并吸引最聪明、最有才能的人担任教授。因此,聘任程序应当成为战略管理的组成部分。
Laws require a twofold qualification of professors at application-oriented universities in Ger- many: On the one hand, they have to be academics and usually hold a Ph. D. degree; on the other hand, they must be able to prove a couple of years of work experience with at least three years outside academia. These careers make it difficult for application-oriented universities to find and attract the brightest and most talented persons as professors. Therefore, appointment procedures need to be re- garded and advanced as an integral part of strategic management.
