基于BSC的大学生创新创业绩效评价指标体系研究

Research on the Evaluation Index System of College Students' Innovative and Entrepreneurial Performance Based on BSC

全国大学生创新创业训练计划的立项规模逐年增加,国家、各省市和高校投入大量资金用于"大创计划",但普遍存在重立项轻评价的问题。研究根据目前各高校制定的"大创计划"管理实施办法,从中发现现行绩效评价的现状和问题,然后利用平衡计分卡理论建立一套新的科学合理的评价指标体系,并运用层次分析法建立了各项指标的相应权重。

The scale of the national college students- innovation and entrepreneurship training program has been increasing year by year. Investment into the ＂Mass Entrepreneurship and Innovation Pro- gram＂ by governments at national, provincial and municipal levels, and by universities themselves looms large. The problem frequent occurs that a great importance has been attached to the establish- ment and approval of the projects while evaluation is ignored. Accorc[ing to the existing management and implementation method of ＂Mass Entrepreneurship and Innovation Program＂ adopted by colleges and universities throughout the country, the author finds out the current situation and problems of the performance evaluation, and then uses the balanced scorecard theory to establish a new scientific and reasonable evaluation index system by applying the analytic hierarchy process and establishing the cor- responding weights of the indicators.
