临时用地是指工程建设施工和地质勘查需要临时使用、在施工或者勘查完毕后不再使用的国有或者农民集体所有的土地,包括因临时建筑或其他设施而使用的土地。使用临时土地的用地单位应编制《土地复垦方案》并缴纳土地复垦费,经县级及以上国土管理部门批准,按照合同约定的用途使用土地,不得修建永久性建筑物。
Temporary land use refers to collectively-owned land owned by farmers or the state-owned or temporarily owned by farmers under collective construction or geological survey, and land temporarily used for temporary construction or other facilities. Land use units that use temporary land should prepare "land reclamation plan" and pay the land reclamation fee. With the approval of the land administration department at the county level and above, the land shall be used according to the purposes agreed in the contract and no permanent building shall be constructed.
