政府购买居家养老服务政策的类型及效果

Types and efficiency of government purchasing home-based care services

随着社会化养老服务体系的发展,地方政府购买居家养老服务成为主流。作为养老服务保障的一部分,政府购买居家养老服务必然会深受我国社会保障发展理念的影响。通过对江苏省6个市(区)的调研,将现有地方政府购买居家养老服务政策划分为救助型和救助兼福利型,指出了两类政策均会对老人、服务提供者以及政府直接产生积极效应。在此基础上,进一步比较了在不同类型政策影响下的居家养老服务实施效果,结果表明救助兼福利型购买服务政策的效果更为显著,据此提出了完善政府购买居家养老服务的相关建议。

With the development of social pension serv- ice system, the action of some local governments to buy home care services become mainstream. The government to buy home care services as part of the protection of old - age services, will inevitably be deeply influenced by the concept of social security development. Through the investigation in six cities （districts） of Jiangsu Province, the existing policy of purchasing the home care service policy by local government is divided into rescue and relief and welfare. This essay points out that both types of policies have a positive effect on the elderly, service providers and the government directly. On the basis of this, the results of the implementation of the home care service under the influence of different types of policies are further compared. The results show that the effect of the relief and benefit purchasing service policy is more significant, and then the relevant thinking of im- proving the government＇ s purchase of home care service is put forward.
