公众参与和环境规制对环境治理的影响——基于省级面板数据的分析

Influences on environmental governance by the public participation and local government environmental regulation:analysis based on provincial panel data

基于2007-2014年的省级面板数据,分析了公众参与对地方政府环境规制政策效果的影响程度,以进一步观察公众参与、地方政府环境规制对环境治理效果的显著性。与以往研究结果不同的是:一方面,现阶段我国公众参与对提升环境质量有一定的积极作用,但对环境规制的影响尚普遍薄弱;另一方面,公众参与对环境的治理效果、地方政府环境规制的效果均存在显著的地区差异。据此认为,当前环境治理的关键不仅在于提高地方政府环境规制的政策效果,更应该从环境信息披露机制、公众参与渠道以及地方政府与辖区公众的互动等方面加以健全和完善。

Based on the inter - provincial panel data from 2007 to 2014, this essay examines the influences of public participation on the local government environmental regulation policy, so as to further study the influences of public participa- tion and local government environmental regulation on urban en- vironmental governance. Different from previous findings, the results show： China＇ s public participation has a positive influ- ence on improving the quality of urban environment at present, but it doesn＇ t work in guiding the local government environmen- tal regulation; There are significant regional differences in the effects of public participation and local government environmen- tal regulation to improve the urban environment. Thereby, it is concluded that the focus of urban environmental governance is not only to improve the policy effect of local government environ- mental regulation, but also to take advantage of the public par- ticipation in local environmental governance, such as improving the disclosure mechanism of environmental information, develo- ping more ways for public participation and strengthening the in- teraction between the local government and the public.
