基于“国家安监云”的煤矿安监执法平台研究

Research on Coal Mine Safety Supervision and Law Enforcement Platform Based on National Security Supervision Cloud

为了创新安监执法方式,规范安监执法行为,强化信息化和安监执法的融合,通过研究煤矿安监执法流程及其不足,并结合"国家安监云"的优势,研究设计了煤矿安全监察执法平台,包括执法管理平台、监管执法系统和执法终端设备3部分,该平台的应用满足了安监执法人员进行影音取证、数据分析、业务管理、执法文书及隐患管理等操作,实现了执法人员的规范执法,提高了执法人员的执法效率,同时也体现了安监执法的节约化和便捷化,对推动安监执法信息化建设有一定的作用。

In order to innovate the law enforcement,regulate the law enforcement behavior,strengthen the integration of information technology and security law enforcement,through the study of coal mine safety supervision law enforcement process and its shortcomings,combined with the advantages of national security cloud,a coal mine supervision and enforcement platform has been designed,including law enforcement management platform,regulatory enforcement system and law enforcement terminal equipment three parts.The application of the platform can satisfy the security law enforcement officers conduct audio and video forensics,data analysis,business management,law enforcement instruments and hidden risk management and other operations.That achieves the normative law enforcement of law enforcement officers,and improves the law enforcement efficiency of law enforcement officers,and embodies the saving and convenience of law enforcement;that also has a certain role to promote the information construction of security law enforcement.
