The Characteristics of the Cooperation Pattern between EU and Japan after the Cold War

冷战结束后,欧日合作逐渐形成基于价值观合作为主体、安全及经济合作为两翼的"一体两翼"模式。从所谓"普世价值"的视角出发,欧日认为双方应携手应对与它们有别的"异质性"国家的挑战。在经贸合作领域,欧日希望强化双边经济合作,一方面共同巩固和提升双方在世界经济体系中的位次,另一方面为在制定新的全球贸易规则的博弈中共同掌握主导权奠定基础。在安全合作领域,欧日基于相同的价值理念和意识形态,希冀从规范的角度出发对东亚安全形势形成一种制约的合力,且专注点也逐渐集中到了双方建立危机管理合作机制上来,因地缘政治等因素影响,双方安全合作领域很难达成立场和行动的一致。

After the Cold War,the EU and Japan have been gradually constructing a new cooperation mode based principally on values cooperation and supplemented by security and economic cooperation.From the perspective of the so-called"universal values",the EU and Japan believe both sides should work together to meet the challenges of the"heterogeneous"countries.In the areas of economy and trade,on the one hand,the EU and Japan hope to strengthen bilateral economic cooperation and jointly consolidate and enhance the rankings of the two parties in the world economic system.On the other hand,they hope to lay a foundation for jointly exercising dominant positions in formulating new rules in the new global trade order.However,in the area of security cooperation,based on the same values and ideology,the two countries hope to form concerted efforts in dealing with the security situation in East Asia from a normative perspective.At the same time,their focus has gradually been transferred to the establishment of a cooperation mechanism for crisis management between them.However,such an attempt can hardly lead to a consensus on their positions and actions in the field of security cooperation due to the influences of factors such as geopolitics.
