公共政策治理框架的建构及其在社会服务领域的运用

Constructing the Framework of Governance of Public Policy and Its Application in Social Services

中华人民共和国成立以后尤其是改革开放以来,中国社会经济发展取得举世瞩目的巨大成就。一系列体现国家战略目标和政治意图、恰当的和符合实际的政策起到至关重要的作用。从技术层面来看,各种政策在其发展历程和实际运作中也或多或少地暴露一些需要研究和解决的问题。因此,一是应从多个角度对政策和治理进行阐述;二是尝试构建一个公共政策治理框架;三是重点选择社会服务这一新政策领域进行剖析;四是提出待研究的议题。以期公共政策治理框架能够为国家政策的健康发展和良性运行提供某些有益的见解和启发。

Since the founding of the People＇s Republic of China, especially since the reform and opening-up, China has made great achievements in social and economic development. A series of appropriate and practical policies reflecting national strategic objectives and political intentions have played a crucial role. Of course, from a technical point of view, in the course of its development and practical operation, various policies have exposed more or less problems that need to be studied and solved. Therefore, firstly this paper expounds the policy and governance from multiple perspectives. Secondly, the paper tries to construct a framework of governance of public policy. Thirdly, the paper focuses on the analysis of the new policy field of social services. Finally, the paper puts forward several issues that have yet to be studied. It is hoped that the framework of governance of public policy can provide some useful insights and inspirations for the healthy development and operation of national policies.
