摘要
在终身学习体系构建和学习型社会形成的背景下,学分银行建设作为多方共赢的终身学习体系重要组成部分成为教育理论研究与实践的热点。但学分银行的实践并不是一帆风顺的,而是伴随着各种问题和冲突的。文章利用文献法与调查法,归纳了学分银行建设的阻力并对此进行了归因,提出了通过立法明确学分银行权力、促进教育机构协同办学、推进民间资本进入改善质量、顺应创新创业潮流鼓励学习者参与等策略,消解学分银行建设阻力。
With the construction of lifelong learning system and the formation of a learning society, credit bank construction, as an integral part of a generally beneficial lifelong learning system, credit bank has become a magnet for educational theories and practice. However, the practice of credit bank, with problems and conflicts of various sorts, has not always been plain sailing. The paper attempts to employ textual analysis and investigation to give a summary of the obstacles and the causes and also makes the following proposals as solutions. Legislation can be employed to clarify the authority of credit banks. Educational institutes should be encouraged to undertake coordinated school-running so that private capital can join in the quality improvement. And it can also respond to new trends in innovative entrepreneurship and encourage the participation of learners.
