摘要
从微观层面看,过度的组织冗余强化了企业的路径依赖和制约创新。供给侧改革不仅要引导企业合理处置组织冗余,更要激活组织创新。但是,调整组织冗余并不必然形成组织创新,还受到组织学习和企业家导向影响。一方面组织学习巩固现有能力,强化路径依赖,抑制创新;另一方面改变组织认知,打破路径依赖,促进创新。企业家导向调节了组织学习对创新的作用,使组织学习有利于创新。因此,只有同时引入组织学习和企业家导向,调整组织冗余才能够激活创新。所以,供给侧改革在通过去库存、去产能等手段优化资产结构的同时,还需搭建有利于组织学习的平台,培育企业家导向,推动区域产业结构合理化与高级化,构建内生型创新体系,深化供给侧改革。
From the micro level, excessive organizational slack strengthens the path dependence and restricts innovation. Supply-side reform not only guides enterprises to rationally deal with organizational slack, but also activates organizational innovation. However, the adjustment of organizational redundancy does not necessarily lead to organizational innovation. It is also in- fluenced by organizational learning and entrepreneurial orientation. On the one hand, organizational learning strengthens existing capabilities and path dependence, and inhibits innovation; on the other hand, it changes organizational cognition, breaks path dependence and promotes innovation. Entrepreneurial orientation regulates the role of organizational learning in innovation and makes organizational learning conducive to innovation. Therefore, the adjustment of organizational slack carl activate innovation while both organizational learning and entrepreneurial orientation will be introduced. The supply- side reform optimizes the asset structure through some means such as reducing inventory and production capacity. In the meantime, we should also build a platform conducive to organizational learning and cultivate entrepreneurial orientation to promote the rationalization and high level of regional industrial structure, construct an endogenous innovation system and deepen the supply-side reform.
