摘要
对京津冀三地房地产业而言,协同发展是大势所趋,但就现状而言,还存在诸多问题:京津冀三地房地产业规划各自为阵,配套政策和举措没有协调推进,三地房地产业发展水平差距较大,在制度安排和行动举措等多个方面没有形成协同联动。导致这种现状的原因主要在于:三地房地产业经济发展水平的差距和三地的各自不同利益诉求等。基于供给侧改革要求,改革京津冀三地房地产业发展现状,推进京津冀房地产业协同的对策是:制定京津冀房地产业协同发展战略规划,加强京津冀城镇一体化的制度安排,建立京津冀房地产业长效发展机制,以及以雄安新区建设为契机,大力提升居民收入,以消费促进产业协同。
For the Beijing-Tianjin-Hebei real estate industry, collaborative development is a general trend, but as far as the the present situation is concerned, there are still many problems. The real estate industries of Beijing, Tianjin and Hebei make their own planning respectively. The supporting policies and measures have not been coordinated. The development gap of the three real estate industries is relatively large. There has been no synergy in institutional arrangements and action mea- sures. The main causes of this situation lie in the disparity of economic development and the different interests demands of the three areas. Based on the requirements of supply side reform, the paper proposes some countermeasures to reform the industrial development and promote the collaborative development of Beijing-Tianjin-Hebei real estate industry by formulating a strategic plan for the coordinated development of the Beijing-Tianjin-Hebei real estate industry, strengthening the institutional arrangements for the integration of Beijing-Tianjin-Hebei cities and towns, establishing a long-term development mechanism of the Beijing-Tianjin-Hebei real estate industry, and taking the construction of the Xiongan New District as an opportunity to improve the residents" incomes to promote the industrial cooperation with consumption.
