The General Principles of the China's Rural Vitalization Strategy in the New Era

以乡村振兴战略统领未来国家现代化进程中的农业农村发展,是解决我国发展不平衡不充分问题、满足人民日益增长的美好生活需要的要求。与新农村建设的总要求相比,乡村振兴的总要求不仅体现在字面的调整上,更体现在内涵的深化上,可以说是其升级版。在城乡二元结构仍较为明显的背景下,要促进农业农村现代化跟上国家现代化步伐,必须牢牢把握农业农村优先发展和城乡融合发展两大原则。要抓好"人、地、钱"三个关键,促进乡村人口和农业从业人员占比下降、结构优化,加快建立乡村振兴的用地保障机制,建立健全有利于各类资金向农业农村流动的体制机制。要特别关注边远村落和贫困群体。

The development of agriculture and rural areas, in which the rural vitalization strategy which guides the process of modernization in the future, requires us to address development＇s imbalances and inadequacies and to satisfy the people＇s ever-growing needs for a better life. Compared with the general requirements of the new rural construction, the general requirement of rural vitalization is not only reflected in the literal adjustment but also in deepening its connotation, which can be described as its upgraded version. Under the background of obvious dualistic structure of urban and rural areas, to promote agricultural modernization and keep pace with the modernization of our country, we must firmly grasp the two principles of the priority development of agriculture and rural areas and the integration of urban and rural areas. We must hold the three key points of ＂people, land and money＂, reduce the proportion of rural population and agricultural practitioners, optimize the structure, speed up the establishment of guarantee mechanism on land use of rural revitalization, and improve institutional mechanisms conducive to the flow of all kinds of funds to agriculture and rural areas. Special attention should be paid to remote villages and poor groups.
