摘要
为探讨退耕还林工程的生态服务价值及其补偿标准,文章以黔江区耕地产出为依据,运用最小数据方法,利用单位面积退耕还林水源涵养量的机会成本的空间分布模拟出水源涵养供给曲线。结果表明:实施生态补偿可以激励农户自愿退耕,随补偿价格的提高,退耕比例以及所能提供的水源涵养量均可显著提高。政策规定的补偿水平下仅能使2.50%的退耕土地得到的补偿不低于其机会成本,相应的退耕还林地提供的水源涵养量仅为4.0873×10^6m3。
This essay discusses the ecological service value and the compensation standard of the Grain for Green Project with the Minimum-Data Approach. It takes Qianjiang district as a sample area and simulates the supply curve of the water conservation with the distribution of the opportunity cost. The results show that the implementation of ecological compensation can encourage farmers to be volunteers, and with the increase of the compensation price, the proportion of returning farmland and the amount of water conservation provided can be significantly improved. The official standard can only compensate 2.50% of the cultivated land without less than its opportunity cost, and the amount of water conservation provided by the returning farmland to forest land is only 4.087 3 × 106 m3.
