十九大报告确认中国特色社会主义进入了一个新时代,确立了中国经济发展的新蓝图,由此也引申出了为了实现这个目标,需要实行新的金融政策。这其中包含着几个重大理论问题,如确立现代金融产业体系,就得给金融正名,确立金融是实体经济而不是虚拟经济;增强金融服务实体经济的能力就得让市场机制在资源配置中起决定性作用,而金融品的价格运作机制与非金融品的价格运作机制有根本性不同;分享现代金融服务是一种天赋人权,它是促进社会共同进步及人的全面发展最为重要的途径,这需要理论上全面确证及制度上保证;双支柱的调控新框架不仅是国家金融政策的新框架及新战略,也是维护国家金融稳定的准则,其目的是保证金融市场稳定,守住不发生系统性风险的底线,但这个框架是一个开放体系,要随着实践及理论研究不断完善。

The 19 th National Congress report of CPC confirms that the socialism with Chinese characteristics has entered its new era. The report draws a new blueprint for the development of economy in China. To achieve the goal,we need new financial policy that is related to several major theoretical issues. For instance,to establish modern financial industry system,it must clarify that finance should serve for real economy rather than virtual economy. The market mechanism should play a decisive role in the resource allocation to improve the ability of financial sector servicing the real economy,whereas the pricing mechanism between financial product and non-financial product has fundamental differences. Inclusion of modern financial services is a natural right and is the most important approach to promote social progress and comprehensive development of people. The twin pillar regulatory framework is not only the new framework and strategy of the national financial policy,but also the principle of national financial stability. The aim of the new framework is to ensure the stability of financial market without compromising systemic risk. However,this framework is an open system,and requires continuous improvement in line with practical development and theoretical studies.
