基于协商定权的流域用水水平组合评价

摘要 针对用水水平评价中的各指标对用水水平影响程度难确定的问题,基于主观评价方法与客观评价方法各自的优缺点,构建了AHP-熵权组合评价模型。为确定最优组合权重系数,引入协商定权理论将个人的偏好集结为群体的偏好,使权重更符合实际。将该组合模型应用于滦河流域用水水平评价,研究结果表明,该模型可以有效地评价流域的用水水平,为流域水资源开发利用和合理配置提供决策依据。 In view of the problems that water quality is difficult to determine for each index in the evaluation of water used, AHP-entropy weight combination evaluation model is constructed based on the respective advantages and disadvantages between the subjective and objective evaluation method. In order to determine the optimal combination weight coefficient, the theory of the right of negotiation which individual preferences converge into group preferences and makes the weight more realistic. The results show that this model can effectively evaluate the water use level in the basin, and provide a basis for decision-making on the development, utilization and rational allocation of water resources in Luanhe River Basin.
