摘要
为探讨现行GDP计算中环境污染的成本,采用污染治理成本法,建立了基于水环境污染治理成本的绿色GDP核算模型。采用所建模型对围场县2014年的水环境污染实物量和价值量污染损失进行核算,将核算成果作为区域GDP的核减量,得出该县当年的绿色GDP指数。分析结果表明:围场县绿色GDP指数为97.63%,即经济增长中有2.37%是以污染水环境为代价的,工业水污染治理强度大于畜禽养殖废水和生活废水污染的治理强度。根据分析结果,围场县水环境治理应重点放在农村生活污水和畜禽养殖废水治理上。
To explore the pollution cost in existing computation of GDP, the pollution treatment cost was considered to con- struct a green GDP accounting system. The physical loss quantity and value loss quantity due to water environment pollution in Weichang County, Hebei Province in 2014 were accounted by the system. The calculated value was considered as a minus to the GDP to obtain the green GDP. The results showed that the green GDP index of Weichang was 97.63 % , i. e. , water pollution costed 2.37% of the economic growth; the control intensity of industrial sewage disposal intensity was stronger than that of livestock and poultry farming. Based on the analysis results, it is suggested that the priority of water environment improvement should be placed on rural domestic sewage and waste water from livestock and poultry farming.
