打通海洋信息资源“大动脉” 推进海洋信息化进程——《关于进一步加强海洋信息化建设的若干意见》解读

Strengthen the connection of marine information resources and promote the development of marine informatization—— Interpretation on "Opinions on Further Strengthening Marine Informatization Construction"

"信息孤岛、分散管理、业务难协同"是当前制约海洋信息化向纵深发展的主要问题。为从根本上解决国家海洋信息化工作中面临的这些深层次问题,国家海洋局信息化工作领导小组统筹考虑,谋篇布局,提出了打造海洋信息通信"一张网"、国家海洋信息资源"一朵云"、海洋政务服务"一个平台"、海洋管理决策"一片海"的"四个一"系统工程,并向国家海洋局系统和沿海省、市、自治区海洋主管部门印发了《关于进一步加强海洋信息化建设的若干意见》。该意见对优化海洋信息化发展环境,增强海洋信息化发展能力,提高海洋信息化应用水平,破解国家海洋局信息化建设中的突出问题,全面推进海洋信息化建设工作具有重要指导意义。

＂Information fragments, decentralized management, and the difficult to coordinate different businesses＂ are the major problems currently restricting the development of marine information in depth and breadth. In order to fundamentally solve these deep-seated problems in the work of national marine informatization development,the Leading Group for the Informatization Development of the State Oceanic Administration（SOA）, after thorough consideration and comprehensive arrangements, has put forward the proposal of building a systematic project： ＂One Network＂ for marine information and communication, ＂One Cloud＂ for national marine information resources, ＂One Platform＂ for marine government affairs, and ＂One Sea＂ for ocean governance decision-making.Meanwhile, the Leading Group has also distributed ＂Opinions on Further Strengthening Marine Informatization Construction＂（Guo Hai Fa [2017] No. 8） to SOA and the subordinate institutions, and the maritime administrative departments of the coastal provinces, municipalities and autonomous regions. The Opinions is to optimize the environment of marine informatization development, enhance the capacity of marine information technology development, improve the application level of marine information technology, solve the problems of information fragments, decentralized management, and difficulty to coordinate different businesses in the process of information technology development,which is significant in guiding the comprehensive promotion of marine informatization construction.
