摘要
海洋环境安全保障平台是为常态下的日常海洋环境安全管理和非常态下的海上环境安全事件应对提供服务的软硬件相结合的技术保障系统。本文对平台应具备的主要功能进行了阐述,对平台设计和构建需解决的关键技术进行了分析和探讨,为海洋环境安全保障平台的建设和应用提供重要参考。
The Marine Environment Security Platform is a technical support system that combines hardware and software for providing routine services to daily marine environmental safety management under normal conditions and handling of abnormal marine environmental safety incidents. This paper describes the main functions that the platform should have, analyzes and discusses the key technologies to be solved in the platform design and construction, and provides an important reference for the construction and application of the platform for the safety and security of the marine environment.
