小流域生态补偿机制现状分析研究

Status Quo of Ecological Compensation Mechanism in Small Watershed

小流域的水资源包括两个含义:经济资源(具有战略性)和自然资源(具有基础性)。小流域的水资源能控制生态和环境,而如何完善生态补偿机制则可通过对小流域的补偿机制来加以实现。因此,我们要树立资源是有价值的、环境是有价值的和生态服务功能是有价值的理念,建立生态补偿机制,完善生态补偿机制,促进资源的可持续性利用,保护生态环境,这些都是全社会所关注的。现阶段,在国外和国内都对小流域的生态补偿机制进行了实践,积累了一些经验,为了更好地推动中国这项机制,我们有必要在建立和完善该机制时,认真比较和研究国内和国外的有关经验。

Water resources in small watershed include two meanings：economic resources （strategic）and natural resources （basic）. The water resources in the small watershed can control the ecology and the environment, and how to perfect the eco- logical compensation mechanism can be realized through the compensation mechanism of the small watershed. Therefore, we must set up resource is valuable, the environment is a valuable and ecological service function is a valuable concept, establis- hing ecological compensation mechanism, improve the ecological compensation mechanism, promote the sustainable use of re- sources, protect the ecological environment, all of these are of Confucianism. At present, in the foreign and domestic practice of small watershed ecological compensation mechanism, accumulated some experience, in order to better promote the mecha- nism in our country, it is necessary to establish and improve the mechanism, serious comparison and research of domestic and foreign relevant experience.
