摘要
我国在《可再生能源发展"十三五"规划》中确立了2020年陆上风电项目电价可与当地燃煤发电同平台竞争的目标。本文定量分析了近期风电产业链主要环节的技术进步所能带来的成本下降潜力,分区域进行电价和度电补贴需求测算,从技术发展、政策环境、公平竞争平台建设等方面分析实现同平台竞争目标的可行性和路径,并从为风电参与市场建立公平竞争环境的角度,提出具体的政策机制建议。
China has formulated the target of on-shore wind power competing with local coal power economically by 2020 in 13^th Five Year Plan of Renewable Energy Development. This article analyzes quantitatively the cost reduction potential of wind power benefiting from technology improvement, and calculates the price/subsidy level by provinces till 2020. From the aspects of technology development, improving policy environment and setting up competition platform, the approach and roadmap of realizing above target are analyzed, and detail suggestions on new policies, mechanism and their implementation are proposed.
