全球制造大国走向制造强国的一个重要标志,就是要打造出若干世界级的先进制造业集群。中国制造业成长的事实和特征是,它们在产业组织形态上既嵌入本地产业集群,同时又嵌入全球价值链。这种产业双重嵌入、企业被俘获于全球价值链低端的现实,对建设世界级先进制造业集群来说,既有有利的一面,又有阻碍和约束。企业在"双重嵌入"条件下的动态学习能力和集体行动能力,是决定价值链攀升和产业集群升级的两个最为关键的问题。政府和社会公共部门以提供公共或半公共品为特征的集体行动,对于提升中国制造业产业集群的竞争力有至关重要的作用。

To build a number of world-class,advanced manufacturing clusters is a sign of a manufacturing power from big to strong in the world. The facts and characteristics of China’s manufacturing growth are that they are not only embedded in the local industrial cluster but also in the global value chain. This double industry embedded mode makes enterprises located in the low-end of global value chain for a long time,and there are both advantageous and obstacles to build world class advanced manufacturing industry cluster. Under the condition of ＂dual embedding＂,the enterprises can through dynamic learning ability and collective action ability to realize the climbing in value chain and the upgrading of industrial cluster. The collective action of government and social public sector to provide public or semi-public goods is vital to enhance the competitiveness of China’s manufacturing industry cluster.
