基于制度可实施性的我国干部教育培训制度审视 被引量:7

The Survey of Cadre Education and Training System Based on the Institutional Implementation in China

摘要 作为一种理论分析工具,制度可实施性能够有效检验和审视干部教育培训制度的实施效果。制度可实施性的维度主要包括合乎人性、结构健全、实施能力、公平正义、简明灵活、相容契合等六个方面。以这六个维度为标准框架,运用内容分析法对中国干部教育培训制度的文本进行质性分析,发现干部教育培训制度仍存在诸多不足,急需进一步加大制度人性化的设计,优化与健全制度结构,增强制度自我实施能力,提升制度的公平正义性和增强制度实施的保障条件。 As a kind of theoretical analysis tool,institutional implementation is effective enough to check and survey the implementation effect of cadre education and training. The dimensions of institutional implementation main include fitting humanity,structural integrity,implementation ability,fairness and justice,concise and flexible,compatible and suitable. Taking these six dimensions as standard framework,using the content analysis to analyze the text of the cadre education and training system in China,found that the cadre education and training system has still many insufficiencies,which should be badly reformed furtherly in the aspects of institutional humanized design,optimizing and improving the system structure,strengthening the institutional implement ability,promoting the fairness and justice of institution,and enhancing the security conditions of institutional implementation.
