摘要
南京国民政府成立不久,即发生了建设委员会与交通部关于无线电管理权之争。建委会获中央允准后,先是加强内部管理,进而由舆论到实践,由国内到国际,向交通部全方位争夺无线电的建设与管理权。然交通部尤其是所辖电政部门并未退让,在全面应对建委会进攻的同时,也多层次地组织反击,给中央造成来自地方与国际的双重压力,最终迫使其收回成命而重掌无线电建设与管理权。这场争夺战,从实质看,并非一般意义上的利益之争,当为建设理念分歧下的路线之争;从影响看,对政权形塑则多为负面,加深了时人和后人对国民党内部权力之争的印象。对国家建设则多为正面,促进了斯时无线电事业的发展,此成为该争夺战之"意外收获"。
Shortly after the establishment of Nanjing national government,a power struggle for the wireless telegraph management broke out between the Construction Committee and the Ministry of Communications.With the permission of the central government,the Construction Commission strengthened its internal management at first,then struggled comprehensively for power of the construction and management of wireless telegraph against the Ministry of Communications.However,the Ministry of Communications especially the electric government departments did not retreat,they dealt comprehensively with the attack of the Construction Committee and organized a multi-level counterattack,which put double pressures from the local and international on the central government,eventually forcing it to back down.Thus,the Ministry of Communications regained the power of construction and management of the wireless telegraph.This struggle was not the competing interests in general,but a dispute of the construction route.It was mostly negative for the shape of the regime and strengthened the impression of the KMT's internal power struggle.But it was more positive to national construction and promoted the development of the wireless telegraph as an unexpected harvest.
