论政策制定中的公众参与优化——以我国听证制度为例

The Public Attendance and Optimization in Policy-making——taking the Hearing System of China as an Example

随着民主社会的深入发展,社会公众作为重要的参与成员,在社会运作中起着十分关键的作用,听证会就是公民为融入到公共政策制定过程中而倚用的重要途径之一。文章通过剖析听证制度的特点属性,以明确其在公共决策中的重要价值的同时,分析了听证制度的现存问题,并针对现存问题提出相关对策,从而优化听证制度在中国的良性发展。

Witli the furtlier development of democratic society, public is not only an important role of soci-ety, but take important role in social evolution. The hearing systemis an importanin constituting public policy. Firstly,this paper analyzes the characteristic attribute of hearing system so as to indicate its important value in constituting public policy. Secondly,the paper analyzes the existent problems of the hearing system. Last,we put forward relative countermeasures to solve the problem. The hearing system has brought about some favorable effects for constituting public policy. This paper aims to analyze problems in order to optimize the sound development of the hearing system in Chinese.
