摘要 国外公立职业院校内部治理结构有三种基本模式,包括以英法两国为代表的校长集权治理模式、以德国为代表的权力制衡治理模式和以美国为代表的董事会授权治理模式。这三种模式可以为优化和完善我国公立职业院校内部治理结构提供启示。我国公立职业院校应本着与我国国情相适应的原则,切实保障学术权力和学术自由,保证利益相关者权力适当分离且又相互制衡,建构并优化以质量提升为目标的内部治理结构。 There are three basic modes of internal governance structure in foreign public vocational colleges.Including the principals centralized management mode represented by Britain and France,the checks and balances governance mode represented by Germany and the authorization governance mode represented by the United States.These three modes can provide enlightenment for optimizing and perfecting the internal governance structure of public vocational colleges in our country.Optimizing the internal governance structure of public vocational colleges in our country should be based on the principle of adapting to the national conditions of our country.Effective protection of academic power and academic freedom. To ensure that the rights of stakeholders are properly separated and checked against each other.Construct the internal governance structure that aims at quality improvement.
