On the Effective Governance Mechanism of Urban Communities and its Improvement:A Case Study of Kangqiao Community in Shanghai

Based on a series of measures including removing illegal buildings,improving comprehensively community environment,upgrading the video surveillance system in public area and building the neighborhood center,Kangqiao has made dramatic transformation from a unsafe,disordered and dissatisfactory community with frequent burglaries and inundant group-renting dwelling,into a safe,ordered and satisfying one with good security situation.The secret of Kangqiao's remarkable turnaround is that its practice agrees with the idea of modern governance and the effective mechanism of community governance.That is precise and collaborative governance led by Party building,cooperating with government governance,residents autonomy,market regulation and social participation,and guaranteed by legal system.The most important experience and revelation of Kangqiao's effective governance is upholding and improving the Party's leadership,co-building,co-governance and sharing.To meet the future governance challenges,Kangqiao must adapt to the governance trend of communities,promoting the socialization,legalization,intelligentialization and professionalization of community governance.
